To turn these approaches into real-world outcomes, both governments and companies need to move from principles to action. Three sets of priorities stand out. First, embed transparency and accountability in law and practice. Governments should align domestic legislation with the EITI Standard and OECD Due Diligence Guidance, making disclosure and due diligence requirements mandatory rather than voluntary. Companies, in turn, should ensure that due diligence processes extend beyond tier-one suppliers to capture risks deeper in their supply chains. Second, scale investment in circular and innovative approaches. Public policy can support recycling and substitution by funding research, creating incentives for design for reuse, and lowering barriers to new technologies. Companies should integrate recycling targets into their business models, while investors can reward projects that reduce dependence on high-risk minerals. Third, strengthen international cooperation and political commitment. Global institutions such as the World Bank, OECD, and IEA should expand platforms for data sharing. Meanwhile major political groupings, including the G7, G20, and African Union, must elevate critical minerals to a core part of their climate and trade agendas. Without a stronger political will, technical solutions will struggle to gain traction. Together, these measures can translate governance frameworks and innovative practices into concrete steps that not only safeguard mineral supply chains but also underpin the credibility, fairness, and effectiveness of the energy transition.
